.arc files in Hey! Pikmin are standard ARC files, but only work with specific tools. In addition, the content inside does not really have a "type", so if you extract an ARC file's content, you will have to add extensions yourself if you want (like .bflim).
In Hey! Pikmin these files are usually compacted inside z files, and usually have texture images (BFLIM files) inside more often than not.
