Editing PikiParms

NOTICE: This is a MAJOR work in progress.

Located in <code>/user/Abe/piki</code> pikiParms.txt appears to be parameter settings for the Captains and Pikmin. Below is the file, put in Google Translate so you know what the Japanese comments say, along with some notes speculating what the values are.
